- Arrange 24 island tiles in a diamond pattern
- Each player gets a role card with a unique ability
- On your turn: take up to 3 actions, draw 2 treasure cards, draw flood cards
- Actions: move, shore up (flip a flooded tile), give a card, capture a treasure
- Capture a treasure: discard 4 matching cards at the treasure's location
- Flood cards flip island tiles to flooded state; flooded tiles sink if drawn again
- Waters Rise cards increase the flood rate
- Win by capturing all 4 treasures and escaping via helicopter from Fools' Landing
- Lose if: key tiles sink, a player is stranded, or Fools' Landing sinks
